Sanctioned Location Violation Notice

CircleCI strives to be the leading global continuous integration and delivery platform for Android, Linux, macOS, and Windows. At the same time, as a U.S. company, we must take seriously our duty to follow U.S. government regulations about where our software may be used.

We are required to comply with U.S. trade control laws imposed by the U.S. Treasury Department’s Office of Foreign Assets Controls ("OFAC") and U.S. Commerce Department’s Bureau of Industry and Security ("BIS"), which limit where Users are able to access and use CircleCI's Services. 

Sanctioned Locations

The following is a list of countries and territories currently sanctioned by the U.S. government (each, a "Sanctioned Location"):

  • Crimea, Donetsk Oblast, and Luhansk regions of Ukraine
  • Belarus
  • Cuba
  • Iran
  • North Korea
  • Russia

If you receive an “Access Restricted” message when attempting to access CircleCI's Services, it could be that your user ID was flagged by the automated security process in place to enable our compliance with U.S. export control laws and sanctions.  

If you are on a paid plan and your access was restricted while you were in a Sanctioned Location, your access will remain restricted if you subsequently attempt to log in from a non-sanctioned location. Leaving a Sanctioned Location will not restore your access. We have outlined the appeals process below.

Our appeals process below is not available for Users on our free plan. If you are a User on our free plan and your access is restricted, you are permanently restricted from CircleCI Services - you will no longer be able to access your CircleCI account.

Appeals Process

Ensure the organization listed in your appeal submission is associated with an annually paid plan, as we will only review appeals from these plans.

In order to restore your access, we must verify that: (1) you do not reside in a Sanctioned Location; (2)  if you recently visited a Sanctioned Location, you have left such Sanctioned Location; and (3) you are not otherwise restricted under U.S. economic sanctions; or (4) your account was erroneously restricted. 

To appeal your access restriction, please complete this US Sanctions Appeals Request Form. We will review your appeal carefully to determine if restoring access complies with applicable law and company policy. Once your appeal has been reviewed, we will reach out with an updated status. 

Your submission of a US Sanctions Appeals Request Form certifies that the information you've provided is complete and correct. Providing false information may violate applicable laws. Any data that you provide to us will be managed in accordance with our Privacy Policy (https://circleci.com/privacy/).

We will do our best to respond to all appeals in a timely manner.
