Setup Workflows re-run from UI contains the continuation key error: {"message":"Key has expired."}

This error can be encountered if attempted to re-run the Setup Workflow from the UI.

For security and consistency reasons, continuation is allowed once per pipeline, and only for a certain amount of time after the setup phase started - if you see the
the pipeline erroring instead of continuing it, please be aware this to prevent malicious continuing.
